Needs ODBC OLE Driver for Access 12 (Office 2007)

In order to use this handy program that auto generates XML files for you you will need OLEDB.12 DACs

Get the "2007 Office System Driver: Data Connectivity Components" http://www.microsoft.com/downloads/details.aspx?FamilyID=7554F536-8C28-4598-9B72-EF94E038C891 or the smaller "Access 2007 Download: Access Runtime" http://www.microsoft.com/downloads/details.aspx?FamilyId=D9AE78D9-9DC6-4B38-9FA6-2C745A175AED

Also should not the installation files and source code link for the download be on the article page??
